On February 1, 2021, the Order of the Ministry of Health of the Russian Federation of September 7, 2020 N 947n “On Approval of the Procedure for Organizing a Document Management System in the Field of Health Care Regarding Keeping Medical Documents in the Form of Electronic Documents." The Order finalizes legislative initiatives in the field of medical document management. Is it time for clinics to start an active transition to digital documents and where do developers occupy in the process?

For such services, the place in digital documents is defined in the "Rules for the interaction of other information systems designed to collect, store, process and provide information regarding the activities of medical organizations and the services they provide, with information systems in the healthcare sector and medical organizations." The rules themselves were introduced by a government decree to ensure the Federal Law "On the Fundamentals of Health Protection of Citizens in the Russian Federation" and the rules:
- determine the requirements for other services in terms of their interaction with the medical system and government medical systems. So, other services should be integrated with the Unified Identification and Authentication System (ESIA) and medical information systems.
- explain the procedure for connecting to the unified state information system in the field of health care. The first step is to submit an application to the Ministry of Health of the Russian Federation and after successful connection, another service is included in the list of other information systems posted on the website of the Ministry of Health. So far, such a register is not visible and in the public section of the Ministry's website there is only a list of state MISs. The second step is an application to the Ministry of Digital Science for connecting to the Unified Information System.
