From April 1, all smartphones, tablets, PCs and smart TVs sold in Russia should have domestic applications. Selling digital equipment without pre-installed Russian software will be considered a violation of federal law. It will not even be possible to display such devices on sales shelves. If a person bought a gadget in a package without preinstalled domestic applications, he can complain to Rospotrebnadzor. Punishment for selling electronics without preinstalled applications will begin later - from July 1, the fine for individuals will be from 30 thousand to 50 thousand, for companies - 50-200 thousand rubles. The corresponding amendments to the Code of Administrative Offenses of the Russian Federation were adopted by the State Duma on March 16.
Amendments to the law "On Protection of Consumer Rights" on the mandatory pre-installation of Russian software were approved by President Vladimir Putin in 2019. They were supposed to take effect in mid-2020, but due to the coronavirus pandemic, the date was postponed to January 1, and then to April 1 of this year. The new law will reduce the number of abuses by foreign corporations and protect the interests of Russian Internet companies, says the explanatory note to the document. The ministry emphasizes that the pre-installation of domestic software is part of the import substitution strategy and the development of its own digital products.
