There is one real reason why manufacturers don't make a mute switch in their phones: it takes more effort to develop than companies are willing to put in. For example, Android does not have a standard API for such switches, and therefore the company will have to develop both the switch itself and the software for it. And even if it's not that hard, it will take a lot of precious time, which the brand is better off spending on something else.
