I emphasize that these are not delays in payments, this is exactly theft and losses. A huge amount of electricity simply goes nowhere, not taken into account by anyone.
With the introduction of smart metering, this figure is expected to decrease several times. When the power engineers will know exactly how much current they have sent to the network, and how much has reached consumers, it will be easier for them to stop theft. In addition, it will be easier to find a lousy old transformer in the chain that loses more electricity than it gives. Well, or change the copper-aluminum-copper-electrical tape-twisting line.
