Personal opinion:

Another "2020 brake" went into orbit. They tried to launch it unsuccessfully for several months. With epic launch interruptions 3 (engines already lit) and 7 seconds before launch and ground equipment breaking. The satellite is apparently one of the most complex, large and expensive of all existing (serial). And of course this "cake" is for the US intelligence, concerned with total control of their own and others. The main region of observation is Asia, but one is also "suspended" over Europe.
