Personal opinion: A
strange impression from this communication system - it is the third decade of the new century, and a system from the "90s" of the past is functioning in orbit. What private companies are doing now, launching cheap and small satellites to service IoT networks, Roskosmos (as the customer of this system) finances and maintains a satellite system with characteristics (in terms of weight, price and capabilities) a couple of orders of magnitude worse. There are no commercial prospects for such a system, it can exist only as an appendage to a government order. By the way, among fellow travelers in this launch there are two Canadian cubsat Kepler (6U format) with similar functions but modern characteristics.
