The article presents a study of the specification of the current regulatory framework of the Russian Federation for the EDMS (electronic document management system) in automated execution, operating on the Russian market in terms of applicability to electronic signature, based on the Federal Law of the Russian Federation No. 63. The study is considered both in the commercial sector and in budgetary formations. The application of EDMS automation in a practical format with consolidated specifications in general and a particular aspect of the PIBO (information security policy of the organization) is presented, including the study and analysis of the current legislation on IS (information security) using ES for execution: integrity, availability, confidentiality, in particular the analysis of the commercial sector for the market of EDMS products in a protected version is carried out, in accordance with GOST R 56939, including in the context of import substitution.The practical stage of the application of electronic signature in the judicial-executive practice of the Russian Federation in the initial formation of the EDMS is considered. These aspects are considered with an emphasis on key incidents in the judicial and executive part in the format of the primary application of electronic signature, while eIDAS and the corresponding formats for working with electronic signature are not considered. The paper considers the format of bringing principles and methods of interdepartmental electronic streaming document flow. Introduction
Based on a traceable trend over the past few years, according to the TadViser Annual Report Database, in the field of EDMS automation in the Russian market, a generalized growth of interest of the state, including the commercial sector, in the automation of document flow inside and outside organizations - to optimize the main and secondary BP (business processes). This automation is carried out through the EDMS, including at the levels of interdepartmental structures, both in commerce and in budgetary organizations. It is worth noting that the CII will fall under this category, around which there are still disputes in terms of the ISS, according to the RF PP No. 127 (for a detailed understanding, refer to the orders of the FSTEC of Russia No. 227, 235, 239 and the Federal Law of the Russian Federation No. 187) - which in this article will not be considered, since I plan to present this series for study and analysis in the next articles with the given specification for them.
