Comments on the draft law "On digital financial assets and on amendments to certain legislative acts of the Russian Federation (On digital financial assets)" version 3
Introduction
In a situation where states have transferred their competition from military aggression to the plane of information and economics, laws should primarily serve to protect their economies and improve conditions for its development. However, the proposed draft laws and amendments to other laws in the third reading for their adoption by the Duma of the Russian Federation in relation to the regulation of digital rights are mostly inhibitory and prohibitive - weakening economic development in the field of digitalization, and in fact help other countries - by pushing our highly qualified personnel to switch into their economy. This approach to lawmaking looks strange, if not wrecking.
Yes, the laws should protect our citizens, but if the relationship between a Russian and a foreign person is regulated, then no restrictions on the activities of our person should be imposed at all. Thus, Russia will act as an offshore company for the digital industry around the world, attract qualified personnel to our economy and make them work for us. In the context of this approach, below are comments on the draft laws that are being prepared and amendments to other laws of the Russian Federation.
What is the nature or type of relationship?
The easiest way is to make state laws for the essence of the relationship (actions) of persons, supplementing the definition of this essence with its types of representation or accomplishment, and making small changes in relation to these types without changing the general canvas of the law itself. Relationship view is how the relationship is anchored.

- if the total volume, expressed in rubles, of issued obligations in the digital public system is not more than 100,000 minimum wages, and their turnover is less than 100,000 minimum wages per month, then there must be at least three responsible operators with a total MC of at least 1000 minimum wages in the environment.
This approach will differentiate responsibility and increase the reliability of digital public systems (public blockchain), as it will attract more independent defender nodes in the form of individual operators.
And already what digital rights they revolve is another level of restrictions that should be set by other laws.
