In my experience, the best way to start making meetups is to just start. And people will immediately appear around you who will be ready to help - other organizers, speakers, your colleagues. Just feel free to ask. It's not so hard to start, but it's harder to stay alive after a couple of meetups. You need a vision why you are doing this. It's very simple for me. I want the developers not to look for easy ways and not leave for Moscow, but actively participate in the Yoshkar-Ola community. And the second goal is for people to know that there are cool developers in our city.
