How Europe is moving to open source software for government agencies







Munich, Barcelona and CERN show an interesting experience of switching to FOSS, they write on HabrΓ©.



In Munich's government agencies, the transition to Open source began over 15 years ago. It is believed that the push for this was the end of support for Windows NT 4.0. Munich started developing its own distribution - LiMux. But although good results have been achieved (15,000 workstations are switched to an open source distribution), the transition to Open Source did not go as smoothly as planned. There was even a period of rollback due to the change of government. But in 2020, with a new change of government and with the deployment of the "Common money, common code" campaign, everything again went ahead and there are hopes that a lot will be done before the new elections in 2026.



The experience of Barcelona is also remarkable: β€œUp to 70% of Barcelona's IT budget is spent on supporting local developers and developing open source projects. Many of them are being implemented not only throughout Spain, but all over the world - for example, the Sentilo Platform for analyzing data from weather meters and sensors is used in the city of Tarras, as well as in Dubai and Japan . "



In 2019, CERN decided to switch to Open Source, and the European Parliament generally recommends that all government organizations switch to free software.
